What it needs is a light jacket, and it needs it more often than the climate suggests. Between December and February the school run genuinely is cold, a desert evening drops sharply the moment the sun goes down, and indoor air conditioning is aggressive enough year round that a layer lives permanently in the car. What that means practically is that the best children's jacket here is one that packs down small enough to be carried without complaint, because a jacket left at home is worth nothing and a heavy one gets abandoned by lunchtime. Ours are cut in light cotton with room to layer over a sweatshirt, fastenings a child can manage alone, and enough length at the back to stay put when arms go up. We keep the styling simple so the same jacket works over a school outfit and over weekend clothes, which is what turns one purchase into daily use rather than occasional use.
